NASS was one of 20 organisations representing manufacturing and its financing who joined the EEF to produce a Budget submission to Government.

Manufacturing has made great strides in recent years but faces a more difficult environment in 2008. EEF’s Business Trends Survey showed that on some indicators, manufacturing activity was at its strongest for ten years in 2007. The manufacturing sector entered 2008 feeling fairly confident about growth prospects in the near future. However, discussions with manufacturers indicate that they are becoming nervous about the outlook for the second half of 2008 and about how the credit crunch will affect a number of their key markets.

The evidence so far suggests that the direct impact on manufacturers of tighter lending conditions has been fairly limited and that investment intentions have held up. This reflects the fact that most manufacturers have been funding investment through their retained earnings rather than borrowing. However, we are yet to see the full effects of the credit crunch on bank lending while weaker growth prospects are likely to bear down on manufacturing investment. In addition weaker domestic and export markets will make it harder to pass on cost increases and intensify the squeeze on profitability and the funds available for investment.

It is therefore vital that the government supports manufacturing in maintaining its improved performance in more difficult conditions and avoids measures that would sap its resilience. In particular, the Budget needs to restore the damage done by the botched capital gains tax reforms by sending out a signal that the government understands the needs of business for a simple, predictive and competitive tax system.

This document offers practical advice to everyone involved in the delivery and unloading of steel, and will be particularly useful for stockholders and steel users who receive steel at their premises, as well as those delivering it. It highlights the planning that should take place to ensure that steel can be safely unloaded on site, as well as the practical precautions necessary during the unloading procedure. The information in the document is based on joint work by NASS and UK Steel (representing the steel producers and steel converters in the UK). The HSE and Wolverhampton MBC (representing Local Authorities in the Local Authority Partnership Scheme with NASS) were consulted during the preparation of the guidance and endorse it as good industry practice which updates and supercedes the information in HSE guidance "Safe Unloading of Steel Products" (INDG313).

NASS’ two industry specific videos have been updated and digitally re-mastered to show the minimum standards expected within the stockholding industry. Available as a package in either VHS or Autorun CD, these are the only videos that relate specifically to the steel stockholding and processing industry.

Moving Steel by Crane demonstrates the correct procedures within the handling cycle – and highlights some of the incorrect actions that can, and do, cause serious and sometimes fatal accidents. Included with the video is a questionnaire based on the film, which should be copied and distributed to the employees to whom the video is shown. When completed by them, it can be included with their personnel file as part of their training record, something that the enforcing authorities take very seriously. The package is therefore an important part of a warehouse operative’s training programme.

Beating the Odds is an indispensable part of the induction training for new entrants to the industry, and is valuable refresher training for longer serving employees, reminding them of the hazards in the familiar surrounds of the workplace.
